Reusing Incident Areas in Knowledge Categories (12.7)

Is there a setting which allows an Incident Area to be associated with more than one Knowledge Category?

We would like to limit the Incident Areas to only what is needed for the 100+ unique dispatch groups (one for each group), but want our Knowledge categorized at a much more granular level (Program Name > Workgroup).

If we try to reuse an Incident Area in multiple categories, we receive an error:

AHD10440:The Request Incident\Problem Area is already attached to other knowledge category

Is this a hard limit or is it something which can be reconfigured?
